Pound steak and season to taste with salt, black pepper and cayenne pepper.
Place carrots and bacon slices on steak; roll up steak in jellyroll-fashion and tie securely.
Brown steak roll in oil until brown on all sides; add onions, belle pepper, celery, and garlicpowder and saute until onions are transparent. Add potatoes and water, couver, and slowly cook until steak is tender, about one hour.
