Combine 1 cup water with sugar and 1 cup blueberries in small saucepot. Simmer over low heat, stirring often until sugar is dissolved and berries soften and begin to lose their color.
Strain berries and cool sugar water. Combine lemon juice with sugar water and enough fresh water to make 2 quarts. Serve with extra berries as garnish.
